A former U.S. official has come forward with a bold claim, saying the American government has quietly built a $21 trillion underground city to prepare for catastrophic global events.

Given today’s volatile world stage—with tensions growing between the U.S. and China, the ongoing war between Russia and Ukraine, and the long-standing Israeli-Palestinian conflict—the idea of a third world war no longer seems far-fetched to many.

According to Catherine Austin Fitts, however, the U.S. has been quietly preparing for major disasters like these behind the scenes for years.

Fitts, now 74, once served as the Assistant Secretary of Housing and Urban Development under President George H.W. Bush between 1989 and 1990.

Speaking on Tucker Carlson’s podcast, she made a startling claim. She pointed to a report by economist Mark Skidmore from Michigan State University, which detailed what she called $21 trillion in ‘unauthorised spending’ between 1998 and 2017.

“Given the Army’s $122 billion budget, that meant unsupported adjustments were 54 times spending authorised by Congress,” she told Carlson during the interview.

“Typically, such adjustments in public budgets are only a small fraction of authorised spending.”

After digging into the issue for years, Fitts believes that the massive amount of missing funds helped create around 170 underground bases spread across the United States.

She added: “One of the things I’ve looked at in the process of looking at where all this money is going is the underground base, city infrastructure, and transportation system that’s been built,”

“We have built an extraordinary number of underground bases and, supposedly, transportation systems.”

Fitts also mentioned that some of these underground locations may be under oceans. However, she admitted she doesn’t know the exact locations of these secret bases.

According to her, the main goal of these hidden bunkers is to protect key individuals in the event of a major disaster—what she called a ‘near-extinction event’—or to support covert government operations.

She explained: “For example, if you’re doing a secret space program, you need to platform it from things that can’t be seen,”

“But I think if you’re worried about a near extinction event, you know.”

“I don’t know if you ever saw, Washington Post did a project, it was in 2010 or 12, called ‘Top Secret America,'” Fitts said, reflecting on the scale of top-secret U.S. infrastructure projects.

“And one of the reporters, it was a team of two reporters, one of them put together a database of all the different top secret installations that had been built in the country, including since the Patriot Act.”

“And what you saw was just this explosion of money in building so many both underground and above ground facilities.”
